Incredibility, a error continued there. hence we're back at square one. I also forgot to mention that this sometimes happens when I'm adding additional mailboxes to a user's outlook. It seems that when your signal strength is low it will give you a 400 error and it takes about 5 minutes before you can sync again.

I really appreciate all your help Lee. Right now, I would have a look at the accounts in ADUC, and look for some differences in group membership, etc. Recently I noticed that one user can not use his email on his iPhone. After installed and subsequently uninstalling the Windows Updates after it affected mail flow we are now experiencing a problem when trying to view emails in OWA.
If you hold down ctrl and right click on the outlook icon in your taskbar you can select "connection status". More usually, you will need to check the Event Logs, and see if something is logged there at the time the user encounters the problem - even then, you will not The 75 users you are referring to is, I think, the maximum number of cals that SBS 2003 can use. Versamail works like a charm now and I didn't have to open up port 80 on the firewall.
