Go to C:\Program Files\Exchsrvr\exchweb\bin\auth\usa Substitute the locale you are using with usa if using a different one. For some reason the Exchweb\Bin\Auth was using the Default Application Pool, no idea why but changing it back to the ExchangeApplicationPool and doing an iisreset fixed the problem. That worked!
